Education dilemma

Hello,

I am in dilemma for school for my child
In the current school we are facing problem ,quality issues, also bullying from a strong woman.
I asked should I continue my child in school A for sept
44.1 to 1

There is another school, I am not sure about if it is better quality but I do not see anyone of a bullying nature there. I asked about school B for Sept
I got 64.2.3 to 56

I have made some interpretation but need some advise
