13.2 to 1- Asking about the uncertainty of my son's future

I asked for guidance and clarity in finding how to help -or not?- my adult son to become more independent. He behaves like a teenager, irresponsible and without care. I got 13.2 to 1....meaning?
I am confused. please help me interpret this.
