Will this friend be finally be able to get a job in this country? Hex 58.6>10

I just did the iching to check if this close friend of mine will be able to get a job and move to one particular country. I got the response as 58.6>10. Not sure how to interpret this.

Any help is most appreciated.
Would also be grateful if long yi could give his version of analysis.
