Hex 42 to Hex 23

The question I asked was related to finding someone to help or someplace to do volunteer work. I am doing fine in my life but I am very bored and thought it would be good to reach out to do something meaningful for others. This answer is very confusing to me. At first, 42 lines 1,5 seem to say it would be greatly beneficial to go ahead and look for something charitable to do, but then changing to hex 23 seems to say, be still, there is no action worth taking right now.
