11.5 > 5 Does it mean Go Ahead, or, Wait?

Hi all,
Its been a while. I have a quick question. How would you interpret 11.5>5? I asked if it would be OK to ask my bf about a tricky issue. The line says "happiness and good fortune", but the relating hex says "wait". I have been waiting for several weeks to ask him this, so the relating hex 5 could be reflecting this. I would be grateful to hear how you interpret this, from your experience.
